The v0.30 review draft — fourteen chapters plus appendices, with the prose frozen until v0.31, pending external feedback. Covers motivation, the wire profile, channels, security, privacy, incentives, and governance.
Formal specification done
Ten sections (F1–F10) defining the wire format, the entry and channel state machines, the fee arithmetic, and a conformance-vector corpus.
Reference implementation active
A Rust core, a WebAssembly demo facade, a simulated in-process settlement rail (with Solana as the contract build target), and a demonstration suite, checked against the conformance-vector corpus — under active development.
Public review current
Published to establish prior art and to gather feedback from developers, the open-web community, and implementers. Comments are welcome.
Security audit next
An independent security audit is required before any public deployment.
Deployment decision next
The Foundation charter, the choice of baseline rail, and a first deployment are not yet decided.
